Abstract
The Internet is a place made of worldwide interactions, and as such it is an environment of the World. Its technical specifications gather opposing views concerning relations to the World, which coincide nevertheless in the recognition of fundamental rights. The comparison of legislative measures encompassing Net neutrality around the World reveals the rise of fundamental liberties and founding taboos. These elements materialize the framework of a possible worldwide sharing of values. These values are engraved in norms and discussed in world institutions, which makes the Internet an environment conducive to the rise of a World-society, a situation where the World is the place of a society. This PhD dissertation analyzes the emergence of the World-society through the joint futures of Internet and the World.
