Abstract
Recherche en histoire de la pensée et en philosophie économique, la thèse contribue à l’étude de la dette publique en tant qu’institution sociale et politique. L’analyse historique de la crise de la dette publique française entre 1787 et 1791 permet le test d’un ensemble de propositions théoriques sur l’évolution institutionnelle. L’insurrection de juin 1789, puis la reconstruction du réseau de normes étatiques, reposèrent en partie sur la défense du crédit public et des créanciers de l’État. La thèse revient systématiquement à la fois sur les enjeux sociaux, les théories et les institutions de la dette entre 1720 etl787, entre 1787 et 1789 puis entre 1789 et 1791. La défense de l’inscription des valeurs « égalité » et « ordre social » s’appuya en pratique et pour partie sur la défense des intérêts des propriétaires de créance sur l’État. La thèse analyse les pamphlets de cinq auteurs (1787-1789), l’intégralité des débats de l’Assemblée Nationale Constituante portant sur les problèmes budgétaires, monétaires et la dette en 1789 (juin à décembre). La dette nationale a été considérée comme « sacrée » dès le serment du jeu de Paumes, la constitution de 1791 interdit ensuite à quiconque d’en empêcher le paiement. La thèse propose une description des liens entre valeurs, normes et institutions de la dette. La méthode de recoupement des trois pratiques discursives (normative, le normatrice et le positive) est testée afin de décrire l’évolution dynamique d’une institution en lien avec l’ordre social, politique et financier moderne.

Situated both in the history of thought and économie philosophy, the thesis contributes to the study of public debt as a social and political institution. The historical analysis of the French public debt crisis between 1787 and 1791 allows the test of a set of theoretical propositions on institutional évolution. The insurrection of June 1789, followed by the reconstruction of the network of State norms both relied on the defence of public credit and the State creditors. The thesis proceeds systematically to analyses social issues, the theories then available and the institutions of public debt between 1720 and 1787, between 1787 and 1789, then between 1787 and 1791. The defence of the two principles "equality" and "social order" lead to the defence of the interests of the creditors of the State. The thesis analyses previous speeches, institutions and social interests (1720-1787), five authors of pre-revolutionary pamphlets (1787-1789), ail of the debates dealing with the debt at the National Constituent Assembly in 1789 (June to December). The public debt was considered as "sacred" in 1789. The constitution of 1791 stipulated that anyone was prohibited from preventing its payment. The thesis offers a description of the links between values, norms and debt institutions. The method of systematically Crossing the three discursive practices (the normative, the normative and the positive) is tested in orderto describe the dynamic evolution of an institution linked to the modem social, political and financial order.
