Abstract
Public administrations were for a long time synonyms for well-established institutions resistant to the evanescence of companies in the private sector. With the advancement of information and communication technologies that enabled the achievement of unprecedented productivity gains and interconnection of markets, demands aiming at overcoming traditional rigidities and related inefficiencies started to be topical also in the public sector. The introduction of technologies and e-Government played the pivotal role among measures aiming at responding to these trends. The revolution in paradigm that accompanies the introduction of electronic public administrations is, however, not possible without necessary changes within public administrations themselves. The present paper analyses the case of electronic health records by addressing particular factors related to their introduction in selected countries. The goal of the analysis is firstly the identification of problematic factors that hinder the development of e-Government in Switzerland and, consequently, the evaluation of practices of other countries that could be applicable equally in Switzerland with the aim of overcoming identified obstacles.
