Les transformations actuelles des politiques sociales invitent à repenser la place, l'action et la reconnaissance des associations dans les politiques d'aide aux populations en situation de pauvreté. A partir d'une enquête ethnographique au sein d'une association d'aide en Suisse romande, cette thèse vise à comprendre la constitution collective et l'institutionnalisation d'une aide, en rendant compte de l'expérience des acteurs qui la conçoivent et l'apportent. Par la mise en œuvre d'une sociologie de l'action, l'aide est appréhendée comme un phénomène social qui traverse toute l'association, en éclairant une pluralité d'activités, allant des intervenants sociaux chargés d'accomplir le geste de l'aide, aux dirigeants chargés de la concevoir et de la publiciser. Par l'analyse de différentes strates d'activités, l'institution se révèle dans les différentes déclinaisons du système de places de l'action d'aide, notamment en fonction d'une variété de référentiels mobilisés en situation. Ainsi, la dimension publique de l'association interroge son potentiel politique en ce qu'elle participe à la problématisation et la publicisation des questions de pauvreté.

The current transformations of the social policies invite us to rethink the place, the action and the récognition of associations who aid populations living in conditions of poverty. Based on an ethnographical enquiry within an aid association in French-speaking Switzerland, this dissertation aims at understanding the collective constitution and the institutionalization of aid, taking into account the experience of the actors who conceive and provide aid. Through a perspective of the sociology of action, aid is conceived as a social phenomenon that goes through the whole association, highlighting a plurality of activities, ranging from the social workers in charge of accomplishing aid to the leaders in charge of conceiving it and making it public. Through the analysis of différent layers of activity, the institution reveals itself in différent variations of the system of places of the action of aid, in particular according to a variety of référencé frames that are mobilized in situ. Thus, the public dimension of the association questions its political potential in that it participâtes in the problematization and the publicization of issues of poverty.
