Résumé
There are many ways for governments to create public value with the aim of enhancing societal well-being and improving in-house processes, especially by adjusting their communication with citizens. Inhabitants face countless options daily that lead them for instance to wonder whether it would not be preferable to call the municipality for quicker answers or to use a government website; to think about a potential participation in a dance course; and to consider a counseling meeting to seek advice on solar photovoltaic panels. These decision-making processes can be facilitated if nudging techniques are integrated in strategies to encourage the use of government websites, to increase sportive activities, and to foster interest in green technologies. These three objectives are studied in this thesis with the purpose of giving practical tools to public managers and providing research evidence in the field of Behavioral Public Administration. By collaborating with both public and private institutions, Swiss experiments have been carried out to test the effectiveness of ease-and-convenience, framing and visual designs, as well as targeted letters on people's decisions. The results show that the choice of words and visuals play a key role in creating public value.
