À travers l’étude du cas de l’Union Valdôtaine (UV), cette thèse a pour ambition d’apporter une contribution à la littérature consacrée aux succès des partis politiques régionalistes en s’interrogeant sur la dimension temporelle de ce phénomène. En effet, la plupart des analyses portant sur cet objet d’étude ont largement négligé cette dimension. Pour combler cette lacune, nous avons essayé de comprendre pour quelles raisons un parti régionaliste est en mesure de maintenir durablement un rôle gouvernemental significatif à l’échelon régional. Pour répondre à ce questionnement, nous avons proposé une nouvelle articulation du concept de succès nous permettant d’appréhender sa dimension diachronique. En outre, nous avons conçu un modèle théorique pour expliquer la durée des succès des partis régionalistes en nous appuyant sur les analyses à la fois de la dominance et du régionalisme (politique et institutionnel). À l’aide d’un large corpus documentaire, nous avons reconstruit la trajectoire de l’UV afin d’identifier les périodes caractérisées par des succès gouvernementaux. Par la suite, nous avons analysé les conditions structurelles (capacités des instituions régionales, configuration du champ politique régional), stratégiques (capacité à maximiser le soutien électoral, gouvernance de coalition) et intra-partisane (cohésion interne) susceptibles d’influencer la durée des succès du parti. Les résultats obtenus nous ont permis de comprendre que la capacité de l’UV à maintenir un rôle gouvernemental significatif à l’échelon régional a été influencée par les évolutions des conditions structurelles, stratégiques et intra-partisane analysées. En effet, la conjonction de ces conditions, en réduisant ou bien en augmentant la capacité de l’UV à maintenir un rôle politique significatif au fil du temps, a influencé la durée des succès gouvernementaux du parti.
Summary
Through the case study of the Union Valdôtaine (UV), this thesis aims to make a contribution to the literature devoted to the successes of regional political parties by questioning the temporal dimension of this phenomenon. Indeed, most of the analyses of this object of study have widely neglected this dimension. To fill this gap, we have tried to understand why a regionalist party is able to maintain a relevant government role at a regional level over time. In order to achieve our intent, we suggested a new articulation of the concept of success allowing us to grasp its diachronic dimension. Furthermore, we developed a theoretical model in order to explain the duration of a regionalist party's successes, based on analyses of both dominance and regionalism (political and institutional). Using the broad corpus of documents that we have built, we reconstructed the trajectory of UV to identify periods characterised by government success. Subsequently, we analysed the structural (capacity of regional institutions, configuration of the regional political field), strategic (capacity to maximise electoral support, coalition governance) and intra-partisan (internal cohesion) conditions expected to influence the duration of party successes. The results obtained allowed us to understand that the capacity of the UV to maintain a relevant governmental role at the regional level was influenced by variation in the conditions analysed. Indeed, the conjunction of these conditions, by reducing or increasing the capacity of the UV to maintain a relevant political role over time, has influenced the duration of the party's government successes.
