Depuis le XIXe siècle, les sociétés thermo-industrielles ont basé leur développement sur l’utilisation massive d’énergies non renouvelables de manière centralisée. Aujourd’hui, les conséquences environnementales, mais aussi géopolitiques de ce modèle sont flagrantes. Le dépassement des limites planétaires, l’augmentation de l’empreinte écologique, la raréfaction des ressources, la diminution du taux de retour énergétique ou encore la forte dépendance énergétique de certains pays comptent parmi les plus inquiétantes. La crise environnementale actuelle appelle à une transformation radicale de nos modes de production et de consommation d’énergie, mais aussi des récits qui les animent.
Notre recherche-action qualitative étudie une vingtaine d’initiatives citoyennes de production d’énergie renouvelable en Suisse romande. À travers l’utilisation de l’entretien semi-directif, le sondage et l’organisation de la première Journée Romande de l’Energie Citoyenne, nous cherchons à comprendre leur potentiel pour transformer le système énergétique et l’imaginaire dominants sous une perspective de durabilité forte.
Nos résultats montrent que les initiatives d’énergie citoyenne, notamment celles proches du modèle coopératif, à travers la production collective et décentralisée d’énergie renouvelable, remettent en question les systèmes énergétiques dominants et proposent une alternative plus démocratique, inclusive et émancipatrice. De même, elles contribuent à définir les fondements d’un nouvel imaginaire aligné sur une transition énergétique basée sur la sobriété, l’efficacité et la substitution énergétiques. En cohérence avec une définition forte de la durabilité, les initiatives d’énergie citoyenne revendiquent la nécessité d’une réduction drastique de la consommation d’énergie. Faute de ce changement comportemental majeur, le passage vers un système alimenté uniquement par des énergies renouvelables ne constitue pas une réponse crédible aux enjeux actuels. L’énergie citoyenne apparait donc comme une stratégie pertinente, même si imparfaite, pour amorcer une transition écologique et citoyenne.
Cette thèse améliore ainsi la compréhension du phénomène de l’énergie citoyenne jusqu’à présent méconnu en Suisse romande. En cohérence avec une posture de chercheur engagé, elle vise également à soutenir et promouvoir l’émergence et le développement de ces initiatives. La création de l’Association Suisse pour l’Energie Citoyenne en constitue un exemple remarquable.

Since the 19th century, the development of thermo-industrial societies has been relying on the massive use of non-renewable energies in a centralized way. Today, the environmental and geopolitical consequences of this model stand obvious. Crossing planetary boundaries, increase of the ecological footprint, scarcity of resources, reduction of the energy return on investment or the high energy dependence of some countries are among the most worrying. The current environmental crisis calls for a radical transformation of our energy production and consumption systems, but also the narratives that drive them.
Our qualitative action research studies about twenty citizen initiatives for renewable energy production in French-speaking Switzerland. Through the use of semi-directive interviews, a survey and the organization of the first Citizen Energy Day, we seek to understand their potential to transform the dominant energy system and imaginary from a strong durability perspective.
Our results show that citizen energy initiatives, especially those close to the cooperative model, through the collective and decentralized production of renewable energy, challenge the dominant energy systems and propose a more democratic, inclusive and emancipatory alternative. Similarly, they contribute to defining the grounds of a new imaginary aligned with an energy transition based on energy sobriety, efficiency and substitution. Consistent with a strong definition of sustainability, citizen energy initiatives call for a drastic reduction in energy consumption. In the absence of this major behavioural change, the transition to a system powered solely by renewable energies does not hold as a credible response to current challenges. Citizen energy therefore appears as a relevant strategy, even if imperfect, to initiate an ecological and citizen transition.
This thesis thus improves the understanding of the citizen energy phenomenon, until now neglected, in French-speaking Switzerland. In keeping with our position of committed researchers, it also aims at supporting and promoting the emergence and development of these initiatives. The creation of the Swiss Association for Citizen Energy represents a remarkable example thereof.
