Abstract
SIGMA (Support for Improvement in Governance and Management) est un programme conjointement dirigé par l’OCDE et l’UE qui a pour but de guider les pays candidats et potentiels candidats à l’UE dans les réformes de leur administration publique (RAP). Ayant pour ambition déclarée de se rapprocher de l’UE, le Kosovo aligne ses RAP précisément sur SIGMA. Ce travail investit ainsi les facteurs qui expliquent l’état des lieux différencié des réformes au sein du Cadre stratégique, de la Gestion des ressources humaines et de la Gestion des finances publiques. Le parti pris théorique est celui de démontrer la pertinence de la perspective transformative, une approche issue de l’étude des réformes administratives au sein des pays occidentaux, pour analyser le cas d’étude du Kosovo.
SIGMA (Support for Improvement in Governance and Management) is a programme jointly conducted by the OECD and the EU to help candidate and potential candidate countries reform their public administration. Kosovo’s stated ambition is to join the EU, and its reforms are closely aligned with SIGMA. This study investigates the factors that explain the differentiated state of reforms within the Strategic Framework, Human Resource Management and Public Financial Management. The theoretical aim is to demonstrate the relevance of the transformative perspective, an approach developed from the study of administrative reforms in Western countries, in analysing the Kosovo case study.
