This article examines the territorial arrangements and reconfigurations associated with the introduction of water-related projects for irrigation, for new hydraulic infrastructure and for the protection of this resource. The article highlights the relevance of the concept of hydrosocial territory to account for the existence of diverse territorial views within the same area ('territorial pluralism'), and the power relations that this overlapping may entail. The concept of hydrosocial territory often mostly supports a binary understanding of power relations by insisting on their conflictual nature and neglecting other forms of articulation. Thus, we propose a more nuanced reading of the tensions between actors associated with territorial pluralism, based on empirical elements drawn from three doctoral studies. We focus on three aspects: i) the existence of strategic agreements between actors with a priori divergent interests, as revealed by their arguments and discourses; ii) the agentivity of the a priori dominated actors, as revealed by their practices; iii) the way in which the project is inscribed in long-term territorial reconfigurations. These three aspects help to characterise, on one hand, the assumption of a conflictuality inherent in the encounter of dissonant territorial views when a project is introduced and, on the other hand, the importance of the territorial transformations brought about by these projects.
Cet article se penche sur les arrangements et reconfigurations territoriales associés à l’introduction de projets liés à l’eau concernant l’irrigation, la création d’infrastructures et la protection de la ressource. Il souligne l’intérêt du concept de territoire hydrosocial pour rendre compte de l’existence de visions territoriales diverses sur un même espace (le « pluralisme territorial ») et des rapports de force que cette superposition peut entraîner. Néanmoins, l'article montre que le concept de territoire hydrosocial tend à proposer une lecture binaire de ces rapports de force en insistant sur la nature conflictuelle de ceux-ci sans donner à voir d’autres formes d’articulations. En réponse à ce constat, l’article propose, en s’appuyant sur les éléments empiriques tirés de trois travaux de thèse, une lecture plus nuancée des tensions entre acteurs associées au pluralisme territorial en insistant sur trois aspects : i) l’existence d’ententes stratégiques entre acteurs aux intérêts a priori divergents révélée par les argumentations et les discours ; ii) l’agentivité des acteurs a priori dominés révélée par leurs pratiques ; iii) la place du projet dans les reconfigurations territoriales au long cours. Ces trois aspects concourent à nuancer d’une part l’idée d’une conflictualité inhérente à la rencontre de visions territoriales dissonantes lors de l’introduction d’un projet et, d’autre part, l’importance des transformations territoriales induites par ces projets.
