Abstract
Cet article conceptuel propose un nouveau modèle tridimensionnel pour mieux distinguer le management public de l’analyse des politiques publiques, deux approches classiques de l’action publique. Ce modèle, orienté management public, s’inspire de six modèles bidimensionnels classiques de la littérature qui sont présentés, mais qui ne distinguent pas aussi clairement les préoccupations des managers publics de celles des analystes des politiques publiques. Il met en avant six critères importants (comme l’efficience et l’efficacité) pour juger de la valeur du management public mené par les quatre principales parties prenantes propres aux systèmes démocratiques et qui sont associées au modèle proposé. Un deuxième modèle, esquissé à la fin de l’article et construit sur le premier, permet de clairement distinguer les prestations publiques (ouputs) des résultats attendus de politiques publiques (outcomes) tout en les mettant en relation avec les objectifs affichés de l’action publique, les besoins des administrés et les moyens ou ressources pouvant être mis en œuvre. proposées permettent de clarifier les responsabilités du manager public, de celles du ministre (exécutif), du député (législatif) et de l’administré (peuple) dans la conduite de l’action publique.
This conceptual article presents a three dimensional model to help better distinguish public management from public policy analysis, two classical approaches to public affairs. This public management model is inspired by six well‐known two dimensional models used in the literature which do not so clearly distinguish the main focus of public managers and of public policy analysts. It emphasizes six important criteria (such as efficiency and effectiveness) to judge the value of public
management carried by the four main democratic system stakeholders associated to the proposed model. A second model, presented at the end of the article and building on the first model, clearly distinguishes the public outputs of management from the public outcomes of policy while relating these outputs and outcomes to public service objectives, citizen’s needs and available means. Both models help clarify the public managers’ responsibilities from those of the (executive) ministers, the members of parliament and the citizens in the conduct of public affairs. Key words.
