Abstract
Les formes que prend le management vont et viennent, suscitant successivement enthousiasme et adhésion inconditionnels, puis déception et rejet. Elles induisent des réorganisations permanentes qui se chevauchent, se bousculent et s'opposent, laissant sur leur passage des scories confuses qui contaminent esprits et procédures. Il n'y a qu'un seul instrument du management qui non seulement ne donne lieu à aucun dithyrambe mais encore provoque plutôt le quolibet, et cet instrument, c'est la statistique (le mouvement du "Total Quality Management" ne parvint au statut de mode du management que lorsqu'il se fut vidé de sa substance statistique). Or celle-ci a pour essence de forcer la précision du langage et la prise en compte du réel et a, comme effet collatéral naturel, la réalisation concrète de presque toutes les ambitions que les autres formes du management proclament toujours mais réalisent rarement. On illustre ces faits (à l'aide de la LAMal par exemple) et on s'interroge sur leurs causes.

They are the source of permanent reorganization of processes leading to overlap, scuffles and incoherences that leave a trail of confusing dross that pollutes minds and procedures. There is only one management tool that not only resonates no panegyric but rather yells of scorn, and that instrument is statistics (the "Total Quality Management" hour of fame was reached when it succeeded in emptying itself of its statistical content). Yet statistics' intrinsic nature fosters precision of language and pursuit of fact and brings forth, as a natural collateral, many of the benefits, always claimed, seldom there, of other management forms. One muses over these facts and wonders about their causes using some examples (such as the Swiss health insurance system).
